Esteemed Members of the Media.
Comrades and Friends,

   I am pleased. to welcome all of you to State House this morning. As you are all aware, our third Presidential and Parliamentary Elections were held on 30th November and 01 December last year. As it has consistently happened in the past, these elections were declared free and fair by Namibia's own Electoral Commission as well as by observers from the SADC Region, the Commonwealth as well as others from different parts of the world. The voters participated in large numbers. This is an indication that after ten years-of independence, democracy and the rule of law have become a way of life in our country.

    You will also recall that the electorate granted the SWAPO Party an overwhelming victory, and mandated it to lead the country for the next five years. As President of the SWAPO party, which emerged victorious in the Presidential and Parliamentary Elections, I have the honour to announce the names of persons whom I have designated as members of the new Cabinet, as prescribed in Article 32(3)(i) of the Constitution of the Republic of Namibia.

    I have chosen a strong and dynamic team that will help me to achieve our national goals and priorities, which are: education and training, health, job creation, the broadening of our manufacturing base in order to add value to our primary products, the promotion of economic growth, combating of the HIV / Aids pandemic, promotion and strengthening of the democratic culture, as well as our aim to maintain peace and stability in the Republic of Namibia.

    The names of persons that I have designated as members of the new Cabinet are as follows:

    Over the past five years, I have served our peop!e and our country with a dedicated team in Cabinet. I would like to express my profound gratitude for their contribution towards the improvement of the quality of life of all our people.I wish them wel1 in their future endeavours.

    In the same vein, I would like to congratulate the new team as they take up their national duties and responsibilities in the Cabinet. The challenges ahead of us are many and daunting. We must therefore rededicate and commit ourselves to the pursuance of the policy of National Reconciliation, teamwork and collective responsibility in serving the interest of all our people, irrespective of colour, race, creed, sex, religion or political affiliation as we face the challenges of the new Millenium.
