grouping was formed in 1980 by nine continental member states
as the Southern Africa Development Co-ordination Conference
(SADCC), with the primary objective of reducing economic

For several years, even prior to 1980, SADC member
states collaborated on shared water resources management.
Various member states established numerous bilateral
and multilateral agreements. Permanent technical committees
met to discuss on a bilateral or multilateral level

Despite the challenges, these developments are a
reflection of the concerted efforts being made to more
