SADC Human Resources Development Sector
The Lusaka Declaration and the Harare Memorandum of Understanding underlined' "manpower" development, research and training and information exchange as core areas of the SADCC programme of cooperation for regional economic transformation. Conclusiona and comments
It has been established that the founding leaders of SADC saw a link between their organization and the OAU strategy for achieving an economic community of African states. Recommendations
In the framework and strategy document for building the community reviewed in preceding sections, SADC sees regional integration as dependent on a strong commitment on the part of national governments. In addition the document stresses the need to facilitate popular participation in the process.
